What about requiring training for residency?
If the dog was trained, that seems like the better situation but it also sounds like you're already done. If that's the case, I'd have a calm sit down, say it's just time to part ways and work out an agreeable timeline for him to move, maybe 30-60 days so he can get his medical taken care of and find housing.
I find, when parting ways with roommates, it's best to try and do so amicably and not go into the conversation aggressively or in an accusatory manner; it will just lead to a bigger argument and may more trouble than keeping them around. Try and get your head together and keep the conversation (at least your side) calm and respectful.
It is surprising that he'd be more willing to relinquish the dog than teach it not to bite him. I just don't see the logic there.
